Problem with creating Air HQs

When creating a new AIr HQ, the air doctrines screen for this HQ is empty. So you can not set a air doctrine. This also happens if I change the slot of an existing air hq. What am I doing wrong ?

You need to go to the Air Doctrine screen in the Editor - there is a INIT AIR DOCTRINE executable text which if you press solves your problem.
