On the resource transport issue, I assume you are talking about Free France and "North Africa" means its home country and assuming there is no other route to get the promised resources and BP there, then one oil and one BP should get through. (FAQ to rules states CPs needed for promised BPs must be kept reserved for this task). The US would lose an additional oil because promised but undelivered is lost to the owner. If the original home country France still exists, then the two oil should get through and be stored somewhere in North Africa still owned by France, and the US would lose a BP, because lent BPs have to be delivered to the recipients home country. Edit: Unless the BP can reach a port connected by rail through a neutral Spain, in which case we are back to the first case.
