Can they be used interchangeably, with minesweepers conducting minelaying, and minelayers conducting minesweeping?

No, open up the ship menu and you will see under the armaments that only DM and CM class ships carry mines. A few of the ACM tenders carry mines as well. Minesweepers and DMS type ships do not carry and can't lay mines. This is for the Allied side anyways. Most Allies subs can lay mines. A JFB will have to tell you about Japanese ships.

IJN subs can lay mines (most of them) but there are only 4 that are dedicated minelayers.

As for surface vessels, the CM and CMc types carry mines, also a few of the E and PB classes carry mines. Possibly a couple of the PGs as well, though on that I am unsure.

The problem with the IJN mine laying isn't the lack of platforms that can do it, but rather the limited number of mines you have available to load onto the ships. You have far more mine-layers than you will ever be able to keep supplied.

Okay, but if you used the editor to equip a minesweeper type(such as the Bird class) with mines will it then be able to conduct minelaying missions?

Some of the Russian DDs can lay mines.

At least as depicted in the Focus Pacific mod where you actually get to use them.

Really do not know. Probably can be done in the editor, but you had better try it out.

That's what I've been doing, I came to ask about this subject to be sure I wasn't wasting my time with equipping the Auk-class AMs with mines, once I'm done with my scenario, I'll see if the Auks can perform minelaying.

Page 135 at bottom is also important. It explains what is an auxiliary minelayer and how to setup the number of mines. It is not in ammo field.
