AV Curtis has a 2650 load capacity. You must load before it can support seaplane bombing missions. There must be an Air HQ with torpedoes in supply to send the PBYs on a torpedo attack. Your base has been able to fuel the PBYs for their search mission, but likely 1600 supply is too little to spare some for a bombing mission.
