Where can I set the Trafic Limitation Option to true and
Does it apply to the AI then too and does the AI calculate their moves then differently?
And what is the Maximum Number (of men, horses or strength points) that could be in a Region without trafic Penalty?

There is no formula that's visible. You may have to experiment. E.g. select a 10-element stack to move. Then 20. Etc
Ai has a reduced traffic penalty at higher difficulties.

I think some of the rules are in the .exe rather than easily moddable (could be wrong about that but its a relatively new addition to the game engine). You'll find some information in the game logic text file.
