Adding in NATO Graphics to TOE in non-TOE scenario

alomoes -> Adding in NATO Graphics to TOE in non-TOE scenario (12/15/2015 1:41:19 PM)
How do you add the NATO graphics to a scenario that initially do not have them? I've activated TOE in advanced and upon clicking NATO 1 or NATO 2 and the screen to chose the icon is blank.
