I don't know if this is a bug or my poor play, but twice now in a game against an un-named player, my IJN CV force (6-10 CVs and CVLs, with all Kates and Vals on Naval Attack) have refused to attack a (definitely spotted) USN carrier force with large CAP/AA. Instead they have attacked secondary targets. The last time it had disastrous results, as my planes had no place to land after bombing some DDs and MSWs since the USN planes did not have the same compunction about attacking.
I can understand (sort of) LBA not attacking TFs with high CAP, but I cannot think of an example in WWII Pacific history where carrier planes did not target a CV task force in range.
PS, in 2.2 this was not an issue, only, as far as I can see, in 2.3
