U.S.A. -> Luftwaffe not flying (1/15/2016 4:46:47 PM)

I did a search but couldn't find anything. I played one game against AI and had no issues with Luftwaffe conducting ground support and interdiction.
I started a new game vs. AI and I'm finding in Turns 1 and 2 that Luftwaffe is not supporting ground attacks or interdicting. It appears no German planes are flying at all.
On Turn 1, I manually bombed airfields with the following settings:
Percent Required to Fly: 0
Airfield Attack: 300
Airfield Attack Escort: 300
Fighter Intercept: 300
Airfield bombing was successful.
When I began ground combat, I adjusted Air Doctrine to:
Ground Support: 300
Interdiction: 300
Ground Support: ON
On both Turns 1 and 2, there was no air support to ground attacks nor interdiction. (At start of Turn 2, all airbases had 50 MP.)
I then tried adjusting Ground Support and Interdiction to levels between 50 and 100, and dropped Airfield Attacks to 0. Same result: no planes flying.
Never had this issue in the first game I played, so wondering what I'm doing wrong. Game is updated to latest version.
