Can anyone enlighten me as to Primary Base forces, for example:

What is the criteria to be selected?
Is it possible to determine which has been selected?

According to the manual, one base force, can be selected to grow beyond its normal TOE with addition air support.

You have misread s.16.5 of the manual.

1.  There is no such thing as a Primary Base Force for a human player.

2.  A human player cannot increase or decrease the size of a land unit.  The size of land units is solely based on their TOE which is fixed.  The scenario designer determines unit TOE.

Ok - I read Section 16.5 and the only BFs I have seen increase their TOE are those already in place at important national bases like San Francisco, East Coast USA, Canada, Sydney, Aden, Cape Town, and perhaps others. The coding by the scenario designer has already selected the primary BF and will increase Air Support as needed - i.e. when there are more aircraft on base than air support, but to a maximum of 250.

You can have more than 250 aircraft on the base if all they are doing is training, but fatigue will affect pilots more if they do not have enough support. Maintenance seems to be kept up. The BF itself can suffer fatigue from too many aircraft for the numbers of air support squads.

I once ran Aden's BF into the 50's in fatigue because I did not notice the problem until aircraft maintenance started to fall behind. I had to put the BF on Rest, decrease the % of each squadron on training, and ship out some aircraft as soon as I could.

I asked as in my games against the AI, I don't recall any BF's becoming supersized. When I ran an AI v AI to Sept 42, with the intention of taking over as Allied a large number of the BF's had. I presume that in this case they where computer controlled and therefor eligible for enhancement.

Correct.

For a human player no land unit gets to be supersized. If below their TOE they can take reinforcements up to their TOE. If smaller units are combined to form a bigger unit (the option to do so is determined by the scenario designer), the combined unit may temporarily exceed it's TOE but attrition will eventually bring it back down to its TOE.

S.16.5 of the manual is somewhat unusual in that it is one of the very few occasions where an advantage provided to the AI opponent is publicly detailed. It does not apply to a human player and therefore could have been deleted from the manual. Having 250 aviation support is vital to the AI as it provides a capability cap but the same is no longer possible for a human player who needs more than 250 Av Sup if he has more than 250 aircraft at the airfield.
