It took me awhile to find it but I think this is the rule Paul is referring to.

No discussion on the impact to CW on loss of oil for oiling ships (mostly, and Armor HQ or course). Without the oil from NEI (yet), is it possible that CW will have operational limitations with running their Navy? It would be great to pinch off the UK operationally while "they stand alone" during 2nd half of 40 and first 1/2 of 41.

Might even force the UK to built their synth oil!

If Japan declares on UK to seize the NEI oil, does that also help pinch the CW?

It certainly does but the US entry effect can be prodigious, depending on the timing.
