I have just completed the first of the tutorial scenarios, and moments before capturing the final objective, I eliminated the last of the American units. The scenario ended at that point (on turn 5 out of 7), declaring the result to be a draw.

Is this supposed to be the case? That eliminating all the enemy units and about to capture the final objective is a draw?

If so this is very silly; meaning that you always have to babysit one enemy unit, keeping them alive, to give you the opportunity to complete the scenario's objectives.

No this is not the intention. I will have to change the VC in this scenario.

The victory conditions for tutorial 1 do not count enemy casualties. Only objective points are considered.

That is to say if you kill all enemies, but do not capture enough objectives, you have not achieved the scenario goals for Tutorial 1.

This is explained in the manual walk through for Tutorial 1.

I played through this and lost horribly as the Germans. Mostly since I never checked the victory conditions and didn't ever scroll up, so didn't realize there were victory hexes. :)

Yes, I did check the victory conditions, but in other games I have played, elimination of all enemy units assumes remaining victory conditions are met. But in any case, the victory conditions also state that there are 7 turns in which to achieve these objective. I was given only 5.

If fog of war is being used, how would one know that there weren't other enemies units still on the board? Would you not be fearful of eliminating the last of those units visible, in case there were none still hidden and drawing the scenario to a premature close??

I can see how you might eliminate all enemy units, but still not have sufficient turns left to achieve the remaining objectives, so you could at the very least allow the scenario to continue after all enemy units are eliminated in order that the player can achieve them.
