I've just completed the third tutorial scenario in which OBA is introduced, but I seemed unable to target an empty hex with it. I was able to target a hex with an enemy unit in it with no trouble, but not an empty one.
Obviously there is often a greater need to target empty hexes in anticipation of the enemy's movements than dropping the OBA on hex currently occupied.
Is this a bug, a design decision, or am I just being daft and going about it the wrong way?

It is a design decision. There needs to be a target in the intended landing hex.

Is it a design decision which might be reconsidered in the future?
I fear OFB is often not used in this way in real warfare, whether WWII or in more modern times.
I do realise you must have a ton of things to be looking at, correcting, reconsidering, adding, so I'm not expecting anything anytime soon.

I would agree with Mike. Artillery could be used to target a village where you are guessing the enemy is located. Also hoping that spotting for on-board mortars will get added as it normally takes a long time to get the mortar itself in place.
