Which aircraft and which loadout can actually spot sneaky MANPADS and other assorted infantry or smaller vehicles from an altitude or distance without much risk?
Two I already found is the Panavia Tornado IDS with recon pods and the F-35. They can at least detect manpads at 12000 feet, identify not so much. American drones can't find personnel at all before being spotted (and brought down). Turns out cinema and TV got it all wrong.
What are the other platforms that can spot personnel above MANPAD ceilings?
