The problem may be that the Port does not have sufficient capacity left. If you have already used some of the Ports capacity this turn than it may not have enough left for your invasion infantry. Alternatively, you may have already sea transported so many units this turn that you do not have enough total transport capacity left. So you should check the Ports remaining capacity and your total remaining transport capacity and compare these numbers to the transport cost of your invasion infantry.
