Re-reading a section of the manual about a week ago highlighted that combat in a hex also adds residual AP cost. I assume this rolls over, so a combat in a specific hex in the German turn will then also affect movement in the Russian turn as well - but not totally sure on that... If that is the case then that might account for it. Were there combats in the hex now occupied by German 35th, and Russian 56th Divs? (I'm assuming so looking at the setup) If you still have the turn loaded you can select the hex, then hover the mouse over the terrain description at top of the screen - this then pulls down a terrain movement chart with, at the bottom, all additional effects listed (ZOC, enemy terrain or residual battle AP). This may help. The motorized division may well be able to attack southwestwards as that follows a road therefore base AP needed is lower, which may overcome the negatives of ZOC & any battle residual AP in the hex you want to attack.
