I think they use the fella at the end as a ruler by laying him horizontal and checking that all points are in line.

We're not seeing what they have on below the purple shirt [:D] Perhaps that is the officer's job?

Today is a count day for me for Cornell's Feederwatch project. I had this bird hanging around for several hours, which meant there were no birds to count at my feeders.

It was perching here and there, and walking around on the ground, so there were no squirrels either.

I thought at first, because of it's size, that it was a Sharp-Shinned hawk, but this pic leads me to believe it is a juvenile or adult male Cooper's hawk. They don't want me to report anything I'm not sure about but this pic leaves me little doubt.

Any idea what this is? I think an eagle but can't say more. Even though it was high in the try it swooped out when I tried to get closer for a better picture.

If you're in the US it is neither a golden or an immature bald. So hawk or buzzard.

I'm pretty sure we have both of those around here. I have seen various falcons and hawks here, but none (when perched) looked as big in the body as this bird did.

Buzzard is kind of a generic name meaning hawk. Vultures are not buzzards. With hawks, the females can be much larger than the males. So my guess is either a female Cooper's or a female Red-Tail. Full grown Red-Tails don't tend to have that much light colored feathers on the breast so my best guess is a female Cooper's.

BTW I've only ever heard buzzard used to refer to vultures.
