The scenario loads but the Set Key Parameters, Player 1 and Player 2 is grayed out. Has anybody else have this problem or is it just me?

Perhaps I am doing something odd and unexpected but I try FPG_A3_A Few Good Choppers_NS as hotseat, just becose I am curios how the choppers react when the soviet have different orders.

The soviets dont cross bridges and stay within the corner. Only some recon and the HQ react as expected.

John, You get that message if the data files are missing or they were updated and the scenario was not properly refreshed to reflect those changes. Can you tell us which version you are using. Also, do you get that message for any other scenarios?

When you say playing hotseat what exactly do you mean? If you are playing hotseat then you would have to issue orders to both sides. If you don't give orders to the Soviets, they won't move.
