I was running a test scenario where a exclusion zone was defined:

And associated to this exclusion zone there is a Scramble mission.
The violator wasn't marked as a unfriendly unit.
I saw this behaviour since RC14? I dont remember, but its present since the last five RC at least.
In the savegame, you can see that the log show the message that BOGEY51 was marked as an unfiendly unit at 6:31 and this message was repeated each 15 seconds. But the colour of the icon never changed.
Attached you can find the savegame (B820) and the original scenario (Updated to DB443).
