See the Manual appendix Section 20.1.2.2 - it depends on the reload cost of the D/C. The Mark 7 D/C has an effect or weight of 770 (I forget which is used) and a level six port can only load up to 700 ammo "reload cost".
So the manual shows a level 7 port will load but a level 6 port needs at least 14 points of naval support to load that D/C. However, a Mark 6 D/C can be loaded at a level 6 port without additional naval support.
Various tenders will also reload the ships they are designed to assist. AE/AKE types handle ammo for any kind of ship. ADs handle for DDs/DEs and similar DD based types. AGs handle smaller escorts and patrol craft.
