Mamluke -> why doesn't the AI make this "no-brainier" attack? (5/13/2016 7:53:36 PM)

hello, playing as the Soviets in the Stalingrad to Berlin, for exe: in turn 27 (20/05/1943)

the Historical pocket near Leningrad that was able to hold against all attacks:
the pocket kept itself intact during winter, however before mud come, the AI lunch an attack on the port province level 5 fort of Oranienbaum and then moved troops to it, the gulf was still frozen, and there was nothing I could do. the remaining units in the 2 provinces became isolated.

however, when good weather presented it self, the germans didn't attack.... despite weeks of practical isolation, they still have supplies but can't receive reinforcements, and are suffering manpower damaged. as the screen shot in the attachment will show

even with the CV going down turn by turn, the AI refuses to attack despite OBVIOUS Victory! I mean the AI seams to want to attack, they keep about 6 - 7 Divisions there, but they don't do a thing...
