I've done this a couple of times. Early in the game, Russia hasn't played a "reform" card, so the army isn't very big and individual units are "1" strength. I attack Prussia to draw the Russian army toward the northwest. As it enters Prussia, I play the "Ottoman Empire Declares War on Russia" and get a Turk army of 13 units or so. This army gets a straight shot at Moscow which is usually only lightly defended. In a battle of "ones", the Turks overwhelm the defenders. Now I either split the Turks and send the larger force to St. Petersburg or launch a French amphib attack from Denmark to take the city. The Allies usually don't have enough activations to counter everything going on so Russia surrenders. Obviously a bit complicated, but doable. "Treaty of Tilsit" is easier, but sometime the wily AI retreats just before I get the 7th kill. Curses!
