Its T61 now in the 41 Bitter End GC. Soviets have 6800 tanks in the front line.
However, there are 4800 T34-41 and 1100 KV II in the pools. How come they are not been deployed? Yes, T34-42 is now in production but their numbers are still small.
Axis are having a field day as they have about 7000 tanks in the field.

Are there actually units to put them in? Are those units on refit so the manpower doesn't get sent all over the place? For whatever reason, tanks don't seem all that useful without crews.

I think that is part of the problem but I can't create any new units that will take them as their TOE now calls for T34-42 and not the older model. The Prod AI has been busy upgrading all tank units in the field to T34-42. I don't know how can I reverse the upgrades.
I know in the air units, one can chose to turn on manual upgrades.

Can't be KV-2, must be KV-1. Caused by units sending them off, asking for more T-34 instead.
Do you have sufficient units asking for more T-34? How's your manpower reserve in active pool?
Issuing T-34 may be limited by manpowr shortages which affect all equipment.
Automatic swap funtion should have no problem to switch back to older T-34.

It's not that bad. You have 41 units equipped with 1358 ready and 97 damaged T-34 M1941 vs 38 units with 1090 ready and 67 damaged T-34 M1942.
As for the KV-1s, you have 54 units equipped with 332/38 KV-1 M1941 and 10 units equipped with 67/6 KV-1s M1942.
So the older models are still forming the majority of your tank force, but they are quickly replaced when enough of the new types become available. All is as it should be.
You simply don't have enough slots (read: units using tanks) to use up your pools, thus many of those older types are sitting in reserve.
I count 23 tank corps and 37 tank brigades as well as 41 tank battalions (many freshly built).
At the same time in my PBEM I had 18 tank corps, 53 tank brigades, 81 tank battalions. The game shows I had 9632 AFVs ACs and SPA/Ws.
So just build more tank units if you have vehicles to support them and the numbers will grow.

You have some units with TOEmax set to 20. Put them at 100, they will get tanks.
