Can a minelayer loaded with mines be made to "offload" its mines, thus returning them to the pool? And if "yes", how is this done?

In a game in which I am playing Japanese, I have many coastal MLs in Japan proper loaded with Type 4 mines. I would like to relieve these short-ranged MLs of their mines so that they become available, in the pool, for more capable (longer radius of action) MLs, but I can find no info as to how to do this. Simply disbanding them in port does not do the trick.

It might be possible by putting them in a FT TF or other cargo carrying TF and loading them with troops/cargo. I think they would have to offload the mines to be compatible with those TF types.
