BertyD -> [RESOLVED?] Won't launch (7/21/2016 7:10:00 PM)

Just got the sim from Steam but they can not provide support for a couple of weeks and I'm gagging to get going. So please help a noob who played all the Harpoons

Downloaded yesterday and struggled since. When I launch the prog I get a 'Command:MANO menu'. But when I click Play the menu window disappears for a few moments then reappears.

Specs: Win 10 x64. Intel i7 3770k, 80gb sdd space, gtx 980, 16gb mem, 4k monitor

Steam running as 'admin' in win 8 compatibility, and also tried 7 compatibility

Tried: Updating steam client, running DirectX, DotNet and vcredist. Ensured Windows Media Player installed, changed screen resolution from 3840 x 2160 and font scaling to 100%, paused AV protection, turned off sound in command.ini, deleted command.ini, changed installed location to c:\..., re-checked dowloaded files, installed/repaired c++ x86, cleaned registry, cleaned temp files, repaired disk c:. Rebooted

BertyD -> RE: Won't launch (7/21/2016 7:26:27 PM)

On checking event viewer it reports application error. Text of viewer details attached as I can't post this here for some reason

mikmykWS -> RE: Won't launch (7/21/2016 7:37:21 PM)

Not running a program or raptor or anything else that has an overlay feature are you?

What exact version do you have/buy?

Thanks!

Mike

mikmykWS -> RE: Won't launch (7/21/2016 7:38:53 PM)

You did verify the cache in steam correct?

BertyD -> RE: Won't launch (7/21/2016 7:58:56 PM)

Download verified (twice) and no overlays that I am aware of. MSI Afterburner? Exited that but still no luck

BertyD -> RE: Won't launch (7/21/2016 8:12:35 PM)

No idea which version I am running because it is not running

Steam properties shows Current Content BuildID: one two two five four one one (btw this forum is very weird about not allowing posts with links, emails or phone numbers etc which do not have links, emails or phone numbers and then losing the edit)

edit - found this.

'Read me File – 04 July 2016
Version 1.11 SR1'

BertyD -> RE: Won't launch (7/21/2016 9:55:40 PM)

I have not used Steam much before as I usually prefer to own a disk. But I notice that v1.11 SR2 was released a few days ago. Is it possible to download and install it from here, or do I have to wait for Steam to provide it. And is it normal for a delay for updates from Steam?

What did you buy? Full version or Northern inferno?

You can install it. Just make sure you unzip/install to your steam directory.

Yes but that's also a beta release.

Mike

BertyD -> RE: Won't launch (7/21/2016 11:34:41 PM)

If SR2 is beta I guess that explains why Steam don't do it, but not why it does not say beta in it's name. Thanks for the info.

I'm guessing no one can give me any suggestions on what to do next. Should I just swallow the cost and keep hoping for a version that works for me?. Or am I being impatient?

Yeah good idea. Maybe we should.

Yeah only so much we can do with so little information though. If you can tell me what you bought it would narrow things down abit. Could you also post a screenshot of what you see before command crashes?

Thanks!

Mike

BertyD -> RE: Won't launch (7/22/2016 1:31:58 AM)

I just spent half an hour trying to post a couple of screenshots. But.....

'You are not allowed to post links, emails or phone numbers for 7 days from the date of your tenth post.'

Attached is a screenie of what I get after clicking 'Play' in the Steam application, or clicking on the Steam taskbar icon and selecting 'Command: Modern Air/Naval Opertations WOTY' I get this as stated in my first post

BertyD -> RE: Won't launch (7/22/2016 1:35:09 AM)

If I go to the Steam installation directory and double click on Command.exe I get the result shown in the attached file. Interestingly this error box is overlaid on the Steam client window that the error says is not running. Wtf?

BertyD -> RE: Won't launch (7/22/2016 2:01:34 AM)

Sorry about the bad netiquette of making so many posts. But this forum is difficult to deal with

I have spent many hours today browsing forums looking for solutions to the problem

You might have noticed from my first post all the things I have tried, indicating how many different forum posts I have used before posting here

You might also have noticed I included a dxdiag log in my first post and an event viewer log in my second. This should tell you that I am not a technophobe, and that I tried everything I could both to fix the problem and provide you with information so you could help me. But still you said 'so little information'

I am working manfully to restrain my frustration. Indeed the result of my bad netiquette is that in only 10 days time I will celebrate and be able to post screenshots and links like a normal person again [sm=Cool-049.gif]

mikmykWS -> RE: Won't launch (7/22/2016 3:10:49 AM)

I'm not a huge fan of forums either.

I'm sorry but these are anti-spam measures.
I've added your username to the trusted users list so you should now be able to post without restrictions.

Regarding your issue try running Steam as administrator:

VPaulus -> RE: Won't launch (7/22/2016 5:23:13 PM)

Unplug your second monitor, reboot Windows, run the game and check if the issue persists.

BertyD -> RE: Won't launch (7/22/2016 5:45:54 PM)

Interesting call which I will try. I have been troubleshooting all day and found an inconsistency in the way my mouse was behaving. Not sure why but it was plugged into a usb 3.0 hub, whereas I would normally have that and the keyboard direct to the motherboard. Upon resiting it windows recognised it by making a noise on connection, and showing it in device manager, and it lit up - but it fails to move the pointer. Tried a few more things with and it has died. So seems like a culprit has been found and I will know better after I get a replacement tomorrow. I have heard previously that usb 3.0 has a higher output voltage than 2.0, so wonder if my very old mouse got a bit of a shock. Probably just old age

michaelm75au -> RE: Won't launch (7/23/2016 12:11:32 PM)

USB 1/2 should be able to be plugged into USB 3. The extra power output of the USB 3 is on a different set of contacts.

BertyD -> RE: Won't launch (7/23/2016 1:36:41 PM)

Did that. No go

Also replaced mouse and ran sfc /scannow.

Still no go

michaelm75au -> RE: Won't launch (7/23/2016 1:41:40 PM)

Try running command directly by double-clicking on the EXE - it should be in the Command directory under the SteamApps directory.
There is a file 'force_steam' in that directory. If you get the error 'steam client not running', try removing this file and double clicking on the exe - it should come up without trying to connect to Steam to see if the game works free-standing.

BertyD -> RE: Won't launch (7/23/2016 6:04:18 PM)

I get the same result with the steam file present or removed (and with Steam client running or not running). A message box comes up saying -

"It appears you are running the command in Steam mode, but the Steam client does not appear to be running. Please ensure the Steam client is running before starting command. The game will now exit"

---------

Is there any more information I can supply? For example if I were a developer/coder and this was happening, would I be looking to any log for inspiration? Or running any other prog which might pick up the cause of this problem?
I believe myself to be very computer literate and can get down and dirty if someone can point me at the problem

VPaulus -> RE: Won't launch (7/23/2016 6:40:55 PM)

Try the following:

1. Create a local user account with administrator privileges in your Windows 10

Check the tutorial presented on the link below for on how to create a local user account:
https://support.microsoft.com/en-us/instantanswers/5de907f1-f8ba-4fd9-a89d-efd23fee918c/create-a-local-user-account-in-windows-10

Check the following guide on how to change the local user account from Standard to Administrator:
http://www.addictivetips.com/windows-tips/change-a-standard-user-account-to-an-admin-account-in-windows-10/

2. Uninstall the game

3.Reboot Windows and login in the new account

4. Install the game. Install the game in a different Steam library folder like you tried before.

For on how to add a new Steam library folder, please check the tutorial presented on the link below:
https://www.mameau.com/fix-new-steam-library-folder-must-be-empty/

5. Run the game and check if the issue persists

Also make sure that Steam client is updated.

BertyD -> RE: Won't launch (7/23/2016 7:52:50 PM)

Issue persists after trying all of that.

Also tried (as administrator)

- regsvr32 kernelbase.dll and got "he module 'KERNALBASE.dll' was loaded but the entry-point DllRegisterServer was not found. Make sure that 'KERNELBASE.dll' is a valid DLL or OCX file"

-DISM /ScanHealth no issues found

- uninstalled steam (and therefore all my games) and then reinstalled

- selective startup using msconfig with all startup items and non microsoft services off

BertyD -> RE: Won't launch (7/25/2016 7:43:37 PM)

In my desperation to find what is causing this problem I went back to the basic of looking for how to sort out the kernelbase.dll error. I came across one youtube vid which suggested an automatic update (which fixed security issues in flash player for IE) could be causing the problem on starting Steam games - as well as quite a few other progs. On viewing the 'Setting>View your update history' this is listed:

Security Update for Internet Explorer Flash Player for Windows 10 Version 1511 for x64-based Systems (KB3132372)
Successfully installed on 30/12/2015

However when I go to 'uninstall an update' it is not listed, and nore are many other updates (approx 50% of those listed as installed). I'm guessing these may have been changed by larger updates

If I try to uninstall the kb using wusa.exe I get the message:

"Windows Update Standalone Installer
The update KB3132372 is not installed on this computer"

So either this KB is causing problems or Windows tells you when it installs stuff but not when they are removed by later updates

VPaulus -> RE: Won't launch (7/25/2016 9:57:10 PM)

The issue is, if the cause for the issue you are experiencing, is a Windows update, then more players should be experiencing the same issue.
At least that's what the experience tell us, when in the past, there was an issue with on of our game and a Windows update.
Is this your only game running on Steam?

BertyD -> RE: Won't launch (7/25/2016 10:58:45 PM)

Your point is taken but quite often Win updates affect some and not others.And errors on user computers compound the problem no doubt.

Since I re-installed Steam it is the only game installed
edit - but I see what you are getting at so I reloaded 'Company of Heroes 2' and it loaded, and played, at the same time as I had World of Tanks running!

But I have been digging more and could do with advice

Running a program called Dependancy Walker I loaded regsvr32 and then called kernelbase.dll from within that (hope I expressed that properly). Errors were thrown up. I have cured two of them by uninstalling programs MSI Afterburner, Riva tuner and KeyScrambler. After rebooting and running it again one error remains which is being stubborn. It relates to a .dll called uxtheme.dll (or at least I think that is the faulting item). As far as I can work out this comes with Windows. I have tried 'patching' it with a program from MajorGeeks but the error remains. I believe it is a core part of Windows, and as sfc and DISM show no errors I'm stuck. Heres the offending entry from Dependancy Walker, with the lines before and after for context:

Can you find the files "steam_appid.txt" and "steam_api.dll" inside your game installation folder?
