Initially part of the strategy of the game was to capture major soviet cities...the plus being
the more you captured the less the Soviets receive in re-inforcements.
It seems that in one of the many patches this has been discarded, as the Soviet replacement manpower is still right up there.

It still helps to capture the cities. As even though some of the manpower evacuates its damaged so doesnt produce for awhile.

Not to mention that any manpower points you can not have produce for the soviets in 1941 and even in 1942 are the biggest deal because thats when the soviets get the biggest multiplier per manpower point.

Every pt you over run ( the quicker the better ) its basicly like killing men for free.

Which is why I target the south first. I over run it as fast as possible with Stalino/Kharkov over run by turn 10.

The south holds far more industry (manpower included) then Oka north and is far easyer to take with little lose of men as most Russian players run for there lifes.

This has a huge bonus down the road, dispite patches tring to keep German OOB under 3.8 million you can keep it near 4.3 million during critical summer of 42 and it helps keep Russian OOB under 6 million.

Oka south is basicly free for the taking if you have a good turn 1-4 opening in the south, no fighting required just a nice summer drive [sm=Tank-fahr09.gif]

Think about it..as soon as the Germans near a Russian town/city..there is an automatic message that says population evacuated to XYZ (fair
enough, although the Russians moved industry & specialist workers in preference to the populace)anyway that move is done instantaneously, without any flow on effect. Take Kiev for instant...it has a population of 16 million, when it evacuates, the population drops down to 8 million.
I reckon that the game should have a penalty for this "wizard" move, say a freeze for 2 turns ( 8 million people are a lot) on rail or if
you prefer a drift of the population to rear ares, a penalty on russian moves & a limit on the size of Russian divisions.

the effect is all that moved population is damaged....so it basically stops producing until 1942.....also not all of it moves...and each population point isnt 1 Million people I dont think at least.

Thanks to chaos45 & he is right in that the population figures ( my fault) are not the number of people but manpower factory points.[&o]

As said by other those 8 arent necesarily all moved. So in fact the more it drop the better as when/if the russians take it back it will have all the less population points to get reinforcements from.
U can even use this fact that population is lost during take overs of hexes. If one is sneaky enough and doesnt find it to be an exploit.
