In SC3 will the German AI always Declare war on the US, after Pearl Harbor? An alternative history would challenge an Allied human player.

Example: Pearl Harbor Decision Event (Axis AI Only Decision Event)

1. 80% - German DOW on US: USA DOW on Germany (Historical)
2. 20% - No German DOW on US: USA War Readiness declines as US focuses effort on Japan. Can Britain & the Soviet Union survive without US air, land and naval units? UK and Soviet Union can purchase diplomacy chits to reverse US neutrality.

Popup: German Foreign Minister von Ribbentrop expresses regret for Japanese attack on Pearl Harbor. Germany withdraws from Tripartite Pact with Japan. (Global Variable 1: 81-00)

"After the attack on Pearl Harbor, the United States declared war on Japan, but not Germany (Until Germany declared war on the US). Indeed, while the US continued to supply Britain with much needed supplies, a ground war involving US troops on European soil was not a given. The anti-interventionist movement in America was still alive and well, as witnessed by the ongoing popularity of folk hero Charles Lindbergh."

An alternative history approach that you suggest would be technically possible, as declarations of war can now be used to trigger Decision Events.

Care would have to be taken in doing this, with thought given to what might happen if the USA still reached 100% mobilization and declares war on Germany.

Bill, thanks for the comments. Looking forward to writing and testing a mod for this when SC3 is released (and seeing how it changes things for the Allied Human player; can the human player still win? does it make for an interesting scenario?)

Agreed, the activation 3 scripts for US activation would need to be updated so that further mobilization increases; once the decision event is selected, are based on diplomacy chits (or Axis units operating close to US shores). The allies could still bring the US into the war but this would require the expenditure of MPPs for diplomacy.The decision event would not occur if US is already at war with the Axis.
The automatic US War Entry mobilization script (Dec 1941) would be modified to execute only 80% of the time(GV 1 = 1,80).

I would also increase the convoy percentage (for US to UK MPPs) if the US remained neutral (GV 1: 81-00), as the UK would receive more supplies but not units. This would increase dramatically when Japan surrendered if the US was still neutral.

What if the Axis AI attacked Russia a month or two earlier (GV 2: 76-00), instead of attacking Yugoslavia and Italy did not invade Greece (GV 2: 76-00) and used those Italian force to support an attack on Egypt instead.

The fact that the USA congress perhaps would have been reluctant to DoW Germany has always been an interesting "what if". We know that FDR would have tried to compel a joint session to make the declaration but in all likelihood it was not a done deal and public opinion was greatly oriented to strking back at Japan.

Its hard to imagine in the game that USA, after reaching 100%, would not hesitate to DoW Germany. What would be the advantage in waiting? Germany is after all the premier Axis partner with the greatest potential to win the game for their side.

There would have to be a very strong reason to keep USA out of the conflict for any extended length of time. Something political, or some penalty, like an MPP degradation from minor country trading, Venezuala for example, to provide incentive for a German DoW delay.

The USA after reaching 100% mobilization would DoW Germany; however, that 100% could be delayed. In SC2 the scripts had USA DOW Germany in Dec 1941 automatically. But what if the USA has not reached 100% by Dec 1941.
Stopping the mobilization scripts would freeze the mobilization % in place, unless the UK and USSR invested in diplomacy and Germany could make an investment to counter it.

Likewise, if this decision event option is provided for the human German player; not just the AI, it should not be an automatic decision.

Historically, while neutral USA protected convoys in the Western Atlantic - perhaps USA mobilization increases if Germany subs enter this area (thus reducing the convoy route area that the UK navy needs to protect). Or if Germany does not DOW USA the UK and USSR gets more MPPs from the USA the max percentage increases to 50% from 30%. If the Germans don't have mastery of the seas this could be a problem. Or the US Japan First Strategy allows the USSR to transfer Siberian oriented armies and corps sooner to the West and when the US enters the war in 1943 it does so with a stronger army and navy.
Units that were built to fight the Japanese are redeployed to fight the Germans.

Can Germany defeat Russia and the UK before the US defeats the Japanese? This decision event (DOW USA after Pearl Harbor) mod for a human axis player would need to be extensively play tested.
