When using unlimited breakdowns, it seems any broken corps can be reformed from any suitable divisions. A case in point:Germany has 4-3 INF in Belgian border and 7-4 INF in Poland. By breaking both down and reforming they can be switched around providing weaker as garrison and stronger for immediate operations.. As far as I understand this should not be possible/allowed. Easily handled through house rule until fixed, but some munchkin somewhere (me) will try to use this.

A 4-3 should only be able to break down into two one factor divisions and those should only be able to re-form into a 3 factor unit (or a 2 factor, if there were any). A 5 factor could break into a 2 & a 1 division and reform into a 5, 4, or 3 factor unit, drawn randomly.

That would still allow a little shuffling (and INF/MOT conversion) if you want to risk weakening your Corps/Army units.
