I thought it was fixed too. Is the game being played version 1b or 1c? I tested version 1c - the latest released version - playing just Britain and Russia. I played (quickly) through to the August turn and the Siberian gun factory produced Siberian guns for me. The problem was corrected (I thought) by setting the people in the Siberian factory to Siberian at the start of each Russian turn. If you look at the factory in say the British turn (as I did) it will show it has Russian people. A new event at the start of each Russian turn resets the people to Siberian and that event appears to be working. If this is different to what you are experiencing, I can modify the event that puts people into conquered factories around the map so it doesn't change that Siberian factory. The event that I added occurs after the conquered factory event so it should override it, but if you are getting different results, there must be something I am missing. The scorched earth card reduces the structural points of locations. Factories can be destroyed, any location that can't be destroyed in the game by engineers will remain on the map, although likely with 0 structural points. The exception is the industrial centre near Moscow. That can't be destroyed by engineers but it can be destroyed by playing a scorched earth card on it. If that is done, you will receive another action card allowing it to be rebuilt in a safer location. In play I found I could destroy or damage most Russian locations before the Germans captured them. I didn't allow using the scorched earth card more than once as I thought it would make it too easy for the Russians to deny the Germans the chance of ever capturing an intact city. The close factory card is good for removing air, gun, armour, truck factories and shipyards that are in danger of being over-run. You need to have 20 engineers in the factory location for it to work though. My eyes are not that great either. If you find the pdf of the manual a bit hard to read, I can send the manual in Microsoft word format which is clearer and sharper.
