Strictly speaking, the panzers didn't get there that fast; the gepanzert engineers did.
As for how the Russians got blown away so fast, I've discovered that the SiG line of vehicles (especially the 150 L 11 on a Pz II) are amazingly useful for this; they shoot at a tank as they first see it, and it might get abandoned or destroyed. Even if it doesn't, it (and apparently the neighboring tanks, if the platoon is tightly deployed) pick up enough suppression to be lousy shots with terrible reaction time as the Panzer IIIs and IVs move in closer to finish them off.
Of course, those same self propelled infantry guns were unendingly useful in the city fight/assault scenarios. I started off with a platoon of Sigs and a section of flammpanzer IIs, by battle three I had a mixed company of them (they replaced infantry guns). Don't assault a major city without them.
Ok, I guess it's time to go back and look for the hidden victory hex. Once more, back into the Tractor Factory!
