Not a big deal, but a bit of a surprise. The numbers in this game are insane.
I would have hoped that the game would scraped the obsolete types and left me with the air groups.

And then the available air units to build are a bit wonky this turn. A normal fighter or tacair did not show up

Next turn it disbands my IL-2 units and guess what? Fighters are back to normal.

It chooses the type with lowest load (used + missing to free).

What's the date?
How large is the red airforce?

It sounds like the period where airgroups increase its max size thus drawing many pilots and aircraft into units, reaching an internal limit of how many aircraft/pilots may be used simultaneously. The game engine then tries to disband units with the oldest aircraft first.

Yes - group size just increased to 40. Red Air Force is monstrous - over 27,000.
What is that internal limit for the Soviets? 27,000?
So the aircraft sitting in the pool do not count against the limit - just those in air groups?

One unfortunate side effect of disbanding the oldest types first is the Red Air Force lost many of its highest morale and most experienced units.

Overall limit is ~32k but the Axis also have some air units so don't let red airforce grow larger than 25k.
You are still able to manually disband some bad groups and change better ones to new aircraft types.

I think you built too big Red Airforce. Unfortunately there are limits, as Denniss says.
