Some useful stuff here from a Rand report onto PLAAF pilot training for those creating current/future Chinese scenarios and wondering what skill level to set pilots at.

Short version: PLAAF making efforts to introduce 'Red Flag'-style less-scripted tactical training to challenge/push. However still lag USAF in combat tactics thanks to deep history/experience of Soviet GCI doctrine.

Just set all PLAAF units into Novice and/or Cadet, so you can have the Rand version of PLAAF strength.

Both article and Rand's PDF are dodged one thing that PLAAF pilots are chasing, since 2012:

Oh wait, Rand did paid attention about it at the same year (2016), but never explained in detail. I presumed it's an extension of the previous edition about PLAAF only do trainings in theory, until they searched the term "Golden Helmet".
