I was thinking about a naval game. Production would be disabled and the map would be almost entirely ocean. Each side would start with something like:

SS - Submarine x 12
DD - Destroyer x 12
CA - Cruiser x 6
BB - Battleship x 2
CV - Carrier x 1

And on the carrier:

Carrier Fighter x 6
Torpedo Bomber x 2

Since each counter is a single ship, I was thinking that each counter might have three of each ship, to represent a ship taking damage. So a ship would effectively have three hit points before being sunk.

I should add that I've not played any naval warfare on this game yet whatsoever, so I don't know how well it works. Are there special rules for submarine detection, for example?

The AI does not use ships well.

I was thinking it could work as a multiplayer game.

EDIT: Or give the AI lots and lots of naval units. :)
