Is it necessary to keep Soviet troops near the border areas before they are in the war? Will withdrawing all troops eastward and leaving none, or virtually none, along their borders move the Soviet % away from the allies?

Hi jackharry

You can move them to wherever you desire. Only the Axis needs to consider leaving forces in the east before they are at war with the USSR.
