Hi
In the manual says that if you keep more than 16 units within 10 hexes distance from Warsaw the Soviet Union would consider that a menace and will increase war preparation. But what if the German player don accept the Ribbentrop-Molotov partition of Poland? Than you have a section of the border with the Soviet Union that is more than 10 hexes away from Warsaw and where german units can be massed for Barbarossa, right?

Interesting question indeed. But my guess would be that if you don't accept the pact, the Soviets will increase war preparations early anyway.

Yep, played a game as allies and Germany failed to honor the pact. By 1941 Russia was getting close to 200 MPP per turn and had already built all its corps and garrison units.

Mass farther back regardless to slow down Russian preparation. Then rush forward one move before you attack. You always want to declare war because if they do, then more units are in cities near the front reinforcing those that pop up with Barbarossa.

The rule on units near Warsaw is the same regardless, as it keeps things simple and as noted above, not honouring the Pact has a rather negative effect on Stalin's feelings towards you!
