The rarity system is a random means to limit players buying in battle generator games. It is reflective of battelfield shortages, but there is no way to research exactly what the probability of a given unit being at a given location.
Armor did often attack with no infantry support, so the probability that you don't have infantry is reflective of the fact that that ocasionally did happen.
Also the system is menat to support small to medium sied games. Bothe the rarity and computer buy habits break down if the forces on each side are much bigger than a regment (the command and control and general game scale breakdown beyond that point also)
