It's April 42 and the allies have recaptured Hong Kong. The fuel tends to stay the same as it goes down a bit when a sub refuels and goes up a bit (like 2400) once in awhile. How can one increase the amount of fuel in Hong Kong without sending a dangerous TF to unload fuel? Shutting off heavy industry in China doesn't seem to change anything.

Try shutting down all HI for a week and set HK to stockpile fuel.

I was wondering about that; is that because it will take time for fuel to push through from India? Thanks for the suggestion!

Will not push through on its own, too long a distance.
If you need India fuel in China you have to push-pull through multiple bases by succesively increasing demand for fuel in a base (by basing TFs and disbanding ships there) and stockpiling, then releasing and increasing demand in the next base.
I used this as Japan to get fuel from Singapore/Rangoon all the way to Fusan

No, Indian surplus fuel will accumulate in Bombay.

The automatic distribution system makes big pushes of res/sup/fuel/oil overland mostly once a week. So you may have tons of fuel in Chengdu and Chungking, but it a may take a week to see fuel stocks go up in HK.
