This can't be directly done, but you can add dummy DECISION scripts that only fire if the relevant AI difficulty level is selected.
This would boost the AI by a set number of MPPs rather than a % of their income, so it might take a bit of thought/experiment to get exactly the right amount.
You could always use something like DE 150 - UK: Success At Dakar in the 1939 campaign as one to copy and amend accordingly (note that its not set to provide what you want, but could quickly be amended to be so).
