I want Transport Infantrie with HQ that has Cargoships but Nav Cap is by Fuel? I play whitout Oil. What is that how can i increase my transport Capasity because inreasing the Cargo ship didnt help

NavyCap is meant to be used with the Transfer or Strategic Transfer order.

When using the Movement order all that matters is weight points and carry points.

What i find was that i need Oil even my game is whitout Oil and Ore

I must produce Oil to use sea transport

Your at which version number?

Can you send me a savegame to vic@vrdesigns.net? and give me an indication in the mail what order on what hex and target does not work?
