Do units really need to be 10 hexes from enemy units to benefit from refit or do they just need to be behind the MLR / no path from enemy to the unit refitting.

I think they need to be no more than X (sorry, dont know the number) hexes of a working supply rail lane and not adjacent to an enemy unit. Perhpas the 10 hexes thng you are asking about is not being farther than 10 hexes from a working rail.

Mostly not, it's enough to be out of contact with enemy units, but 10 hexes away gives bonus to morale regrowth.

Its more important for Russian units then German.
German leaders generally have higher ratings so they get replasements and improve morale right in the front lines, they will do better off the front and 10+ back.
