I've been seeing a general reluctance for my German units to receive all kinds of artillery replacement elements, both in divisions but most particularly visibly in artillery battalions arriving at OKW depleted, and can't work out whether this is by design, whether I am short of something, or if I have any power to encourage this to change/improve.

Key considerations:
Its early 44, armament factories are almost completely undamaged, manpower pools seem ok and rifle squads are reaching units on refit at rates I would expect.

Depleted artillery has been tried at different places; at OKW in Berlin, at a corps sitting in Berlin on supply priority 4, and at army & corps level near the front. None seem to fill out even when at depots at national supply centres.
To focus on 105mm Howitzers; we have built 2048 in total and 974 of them are sat in the pools. Seems like there should be plenty to go around, but in the logs only 28 went out to units last turn (1268 over the total 38 game turns) despite a pressing need for them at the sharp end. Similar pattern for 150mm howitzers (552 built, 202 in pools, 20 sent to front but at least a dozen battalions completely empty), plus 75mm AT in divisions and everything really.

Am I missing something here or are these just supply dramas I need to accept? Its been months of waiting but nothing improves, and can't find any discussion of this on forum.

I've downloaded the latest saves from your AAR game. The issue is manpower. You are playing without the East Front Option. You currently have very little German manpower (1300 in active pool). I think the system gives priority to AFVs, and possibly to infantry (or more likely you are just having some of your excess support converted to infantry). Guns are low on the priority list and given the manpower shortage you have very little for replacements. You could consider lowering the Max TOE of many of your units so they don't build back. You could look to disband a few poor quality units to get manpower. Bottom line is getting replacements will be very difficult for you, especially given the low level of combat going on. Without combat and losses, you don't get the churn of damaged squads and wounded soldiers that are then are available for replacements. This is probably a good problem to have.

Right, that would seem to be the missing part of the puzzle. Thanks Joel. I knew some of that manpower likely was allied, but no idea it was so big % Italian. Where do I see the split? I had discounted manpower but now I know I have a plan to deal with it for sure. Many thanks.
Edit - Ok, got it, filter on Germany on the production screen. Never thought to do that before. Ales klar! I'm good to go now.

You can also look higher up on the left side of the production screen and see all the various countries manpower listed at one time. Be sure to filter to active pools to see the currently available manpower (filter on bottom right of production screen). Good luck with your manpower plan.
