How do you refuel ships at sea from an oiler?

I've read the manual and I'm pretty sure you can't refuel ships at sea. I think the reasoning behind this is the relatively short length of the scenarios.

It is possible to run out of fuel so the only way to replenish must be to visit a port.

From the manual (Page 24 Section 10.0)

"It is entirely possible to run out of
fuel in CAW and be forced to steam
at 5 knots. Steaming at flank speed uses a large amount fuel, so
it is important not steam at high speed unless it is necessary.
A TG that has reached a destination at sea is assumed for game
purposes to be steaming on station at 20 knots, or its maximum speed,
whichever is slowest.

I'm not sure exactly were I read it, hopefully it wasn't in WiTP manual, bit it seemed that you had to be going slow(5kts)and pulled up with an AO. In the Eastern Solomons scenario CV7/Wasp's TG has only 5 day of fuel and is set to Escort the oiler TG. In section 20.1 Default Hotkeys "A" Arm/Fuel Selected Task Group/Landbase" but I'll have to mess around with it again as TG 18.1 didn't seem to be adding fuel. A typical refueling takes a good part of a day and should be in the scope of the game.

I'm not certain of the exact criteria, but it adds to the fuel gauge slowly (hour by hour) if you make the TGs escort each other at 5kts.

The other kicker is that it doesn't seem to care how many TGs are stacked up the AO TG will refuel them all. I'm not sure of the minimum speed requirements, but 5 knots does work and the Hot Key "A" doesn't seem to effect the process.

It is located in the Matrix CAW manual on page 58.

TG Refuel: Every TG in the game consumes fuel, except TGs assigned a fuelling mission who are assumed to have sufficient to meet any needs. Fuel usage is very dependent upon steaming speed. In general, TGs steaming at 15kts use 1 fuel unit per day. TGs at 30+ knots use about 8 units of fuel per day.
The TG is given a minimum fuel level which will trigger the Refueling action. The TG will head for the first fuelling source listed and begin refueling. If the first fuelling source is not available then the second will be used and so on. Once refueling begins, it continues until the nominated maximum fuel value is
reached. In daylight, the refueling task adds four days endurance for every hour spent with the fuelling mission TG. Refueling at night takes four times as long.
During the refueling procedure it is possible that the refueling TG will respond to a reaction. If this reaction directs the TG to break off refueling and so something else, it will resume refueling until the minimum fuel value is once again reached.


From the CCAW and CAW2 manuals under Other Game Elements / Fueling

Target the fueling task group using the Friendly TG button in the Task Group Move screen.

The refueling task group will move to the fueling TG and when it reaches the same hex, fueling will automatically start.

For every 15 minutes that the 2 TG spend together, one days endurance will be added to the TG taking fuel.

You must use the Friendly TG button to rendezvous the TG. Just putting them in the same hex is not enough.

Any ship in port will automatically refuel.
