I would like to suggest to rethink the logic which disallows recon flights into rough sea hexes.
Because if the target hex has good weather, the rough sea hexes will be cleared of fog of war. Which implies that it is possible to do a recon flight under bad weather conditions.

I would like a separate recon air unit, 3 missions per turn, no offensive capabilities. flies in all weather but maybe a shorter view range in rain/snow.

Sorry Bill, of course.

South western Norway, the tiny town Haugesund with a german recon plane (Fliegerkorps X). Bad weather all over the north sea. The recon plance is not allowed to start a recon flight into any north sea hex. Bad weather, what can you do.

Well, what you can do is to start a recon flight to the Shetland Isles or Orkney Island. Because both islands coastal hexes are currently not affected by the bad weather conditions. The plane does the recon flight - and clears all the bad weather hexes from Fog of war, over which the flight took place to reach the island hexes. Which proves that it is eather possible to do a recon flight in bad weather conditions, or that there is a bug, which clears the bad weather hexes even though the plane wasn't allowed to see anything because of the bad weather condition.
