Gentlemen,

As discussed in another thread I was a bit disturbed by the fact that Weakest Link is winnable by not doing anything. Not flying can give a huge amount of points.
But I have given it some thought and here is what I think is a reasonable solution.

What is happening now
At the start of the scenario Germany is damaged for about 180 VPs. If you don't fly Turn 1, this is your VP score. If you don't fly anything you can rack up about 2000 points (the economy repairs, so next turn is 160 VP, then 140 VP etc.)
If you do fly, you can cause quite a bit of damage that by Turn 10 it can be about 500 VP. If you would stop playing after Turn 10, you would get about 4000 VP until Turn 21.

Philosophy of new scoring

I want the game to have the W.Allied be punished for inefficient bombing or not bombing at all. But at the same time bombing should be worth it. And the Axis should benefit if they wear the Allies down of course, so airplane losses should still count.
To make bombing worth it, the value of industry points should be very high, and at the same time aircraft losses shouldn't deduct too many points. That seems to counter that losses should still count, but that will be fixed in the point scaling.
If industry points value are high, that means that you get even more "free" points when not flying but again that will be solved in the scaling.

So: bomb well, bomb a lot and do not lose too many birds.

New Scoring System
1. Air Target Modifiers higher than standard (see picture).
2. Any lost aircraft is 1 point, regardless of F or LB or Rec.
3. Scaling
Up to 2000 points: Axis Decisive Victory. The penalty of not flying.
Up to 3000 points: Axis Major Victory. This is doing a shoddy job of bombing.
Up to 4250 points: Axis Minor Victory. This represents just about the starting VPs x 20 turns and a bit more. Representing the fact that the Axis has done a decent job holding the WA back and keeping damage vs aircraft losses "leveled".
Up to 9000 points: Draw. If you reach Turn 10 and did a decent job, you will have about 4-5000 points and Strategic VPs are 500 per turn on avg. So if you sit the game out, you get 4000 points. Therefore, 4-5K + 4K is 8-9000 points. That means thus a draw, playing half the game decently and then stopping at T10...
Up to 10500 points: Minor Victory
Up to 13000 points: Major

These latter stages are not far apart, and they may need to be finetuned. Not sure if you can reach 13000 so easily or at all.

About planes being 1 point only - this really doesn't hurt much actually. It just means planes are valuable and you shouldn't lose them ;)

I have had now several run-throughs with the AI like this, and the Allied AI has difficulty getting a Minor Victory.

See the image below. Minor Victory was achieved in the last turn, so it's something to play for :)

Here are 2 more results with this scoring by AI vs AI simulation.

One time a Minor Victory, but more points than my first example.
The other a Draw, 1500 VPs less than the other example, but very close to minor. Interestingly Air Losses are only 200 apart, but the Victory one just bombed better.

I don't know if AI vs AI is a good comparison, I only have the game for a week or so :)
But it seems balanced at the moment, though I need more playtesting with humanoids... ;)
