His ambitions have achieved a new phase with the active development of a nuclear deterrent, and different warheads have been tested in the last years, violating numerous UN resolutions.

What if he develops the capacity to directly hit the continental area of the United States? What kind of response would this threat trigger?

Wow, so this is a 'King of the Hill" type of scenario, either Russia or US finish the objective at the fastest, wins.

If three sides are adversarial, that will be drastically chaotic. It's a refreshing scenario to race with time rather than destructions.
