See following screenie - I got this message when I was rampaging through the Caucasus. I imagine it has something to do with having gone far beyond the target objective for the south of Rostov. Message says I can relocate FSB to Makhach-Kala, but actually my only option was to relocate to Tichorestzskaya or three inapplicable "ignore train" options.
Obviously this won't come up in "real" games at all... hardly urgent to fix, but thought I'd register it anyway in case it affects other situations.
(By the way, I relocated FSB to Tichorestzskaya just to see Gen. Gercke turn beet red in fury... needless to say no trains ever got through!)
