I think you might mean Croatia?
There is a rule preventing any Partisans from serving outside of their home country. This is to prevent Partisan units from moving all over the map and ending up in unlikely places.
In this instance Yugoslavia no longer includes the portion lost to Croatia, therefore Yugoslav Partisans cannot enter Croatia.
For this case it might seem a bit strong, but it would require a special change to the engine for this one instance so there's not really an easy solution to it. Unfortunately there are always instances where we want an exception to a rule, and some are easier to implement than others.
