Can somebody please explain Rail Cap? Not really getting it in the manual.

To put my confusion in context, before the winter of 1942 I transferred 2 Panzer corps back to Berlin for rest and refit. I use strategic rail movement quite a bit for offenses and it never seemed to be an issue.

For the whole 1942/1943 winter I have not been able to move any units from those Panzer corps back. The only units I can move are Luftwaffe field divisions and small HQs... My rail rap is in the 300s/400s... What happened? Why cant I move!? I deal with partisans every turn and I have railroads built all the way to the front.

You probably have some troops already loaded on rail somewhere that you did not unload.

They take all the railroad capacity each turn.

Yep - available rail capacity is reduced by capacity required for already-laden units.
