Free France has four saved build points from the previous turn, yet the preliminary production says that only two production points are available. Am I missing some rule that prohibits Free France from using all of its saved build points? Additionally, Free France controls Rome which is productioning one build point per turn. Should not the available build points be five?

Sorry to say, but this is not a bug.

Rule 13.6.8 says in part

In a later production step, you can remove those build points from the map and add them to your build point total. You may spend any number saved at your capital. No more than 1 saved build point may be consumed per turn from each other city, useable factory and port (e.g. you can spend 4 saved build points on production in New York and unlimited in Moscow each turn).

I see that the Free French home country is the Camaroons, so had you placed those 4 BP in the Capitol of Yaounde, you would have been able to spend all 4 BP at once. Being in Douala, which is only a port in your home country, you can only add one BP per turn to your production, as per the rule above.

Thanks for the reminder, I had forgotten that stipulation, however, I have been struggling with this situation for many turns. I am rather certain that I have stored the BPs in the capital, Yaoundé, and had the same problem, but I shall try that in case I am mistaken.
