The air doctrines for the Desert Air Force have not been initialized in the scenario data. We'll try to get this fixed in a future update. I'm not sure what impact this has on the units flying missions for the Desert Air Force. I assume the scenario designer added the Desert Air Force in order to give the Allied player more flexibility, although the game would work fine if all air units were in the Tactical Air Force. The Automatic Air Directive Creation function does not recognize the Desert Air Force, so if you are using this, you should move all the units to the Tactical Air Force and deactivate the Desert Air Force ADs.
