I would like to ask what diplomacy chips do you invest as axis in '39-40.

I am usually doing 1 Hungary, 1 Bulgaria, 2-3 Romania.

Does it make any sense, or shall I entirely skip them?

It makes no sense because they will join you anyway as will Finland .
Germany doesn't really need more allies but later on if you kick the brits out of Egypt, getting Turkey on your side may be a plus by adding pressure on URSS .

Spain is not bad either but if you win in Egypt, the strategical value of Gibraltar decreases dramatically .
Yet if you have MPP to spare (what is rare) an early support of Spain prior to Barbarossa may marginally help .

Turkey.

Spain might be a good ideea. Even if you can't get them into the axis fold because UK will most likely counterdiplo you, it kinds stretches uk's mpps thin.
Turkey would be HUGE for axis especially if you pushed the UK out of mid east. African and middle eastern resources normally are at a maximum value of 5 in absence of a land connection to Europe. At least this is how it used to be in sc2. Once you get Turkey, you establish a land connection to your capital and the resources in those remote areas can go up to 8. that's A LOT of mpps if you think iraqi oil wells for example. So if the same thing is valid for SC3, Turkey might be a strong diplomatic or even military choice. Not to mention the posibility to hit Caucasus which puts a lot of pressure on Russia.
